In fact, the deliberate flooding of almost uninhabited farmland is an emergency procedure that was built into the levee system in the 1930s. It has workd in years of high water ever since, and the problem with the flooding around Memphis was that TN did NOT build emergency procedures into their part of the leveee system.|||Indeed.
