You need to contact the state office of community development, their web site will explain what is available and which parishes qualify. They will also direct you to builders. Keep in mind there is limited amount of ICF money going around and EBR Parish is low man on totem.

Also contact The Louisiana board of Planning, development, design and construction. They will also have approved contractors they can recommend
